This isn't really as hard as it looks. All you have to do is make either Celia or Lede critical. Have Orlandu step up and nail Lede with Lightning Stab and that should be it. You can learn Ultima in the next battle. To do so, make Ramza a Squire. More on learning it in the next battle.
