According to Square Enix Europe Final Fantasy XIII will see a limited edition release in Europe this March. No information has been released as to what will be included in the limited edition, but Square Enix Europe says it should be worth the wait.

Here is the official announcement by Square Enix Europe:

"If you thought your excitement for FINAL FANTASY XIII had reached fever pitch, brace yourself for the news of a forthcoming Limited Collector’s Edition version of next year's most anticipated title. What's in the box you ask? I'm afraid we're keeping schtum for the time being, but rest assured that the extras will be well worth the wait."

At this time there has been no announcement of a North American limited edition.
