While the initial Japanese release was slated for about 3 million copies, only 50% or so of that has been produced. Due to the Taiwan earthquake, manufacturing has slowed to a halt and Nintendo seems unsure as to whether or not the quota will be reached in time for the Japanese release of November 21st.

For those of us stateside, fear not. This shouldn't impact the release here. However, importing a copy may prove to be very difficult now.
